Por via do Despacho n.º 4383/2015, de 21 de Abril de 2015, dos Ministérios da Economia e do Ambiente, Ordenamento do Território e Energia – Gabinetes dos Secretários de Estado Adjunto e da Economia e do Ambiente, publicado em Diário da República, 2ª Série, nº 84, de 30 de Abril de 2015, foi concedida à SOGILUB – Sociedade de Gestão Integrada de Óleos Lubrificantes Usados, Lda., a licença para a gestão de um Sistema Integrado de Gestão de Óleos Usados (SIGOU), válida até 31 de Dezembro de 2019 – adiante apenas “Licença”.
Nos termos da Condição 1) do Capítulo 5 da Licença, a responsabilidade da SOGILUB pela gestão de óleos usados só cessa mediante a entrega a uma entidade qualificada que execute operações de regeneração, reciclagem e valorização de óleos usados.
A SOGILUB, sociedade constituída ao abrigo do Decreto-Lei 153/2003, de 11 de Julho, responsável, em Portugal, pela gestão da rede de recolha, transporte, armazenamento e valorização de óleos lubrificantes usados, encontra-se a consultar o mercado com o intuito de proceder à venda de óleos lubrificantes usados gerados em Portugal durante os anos 2016 a 2019, tendo como destino a Regeneração / Reciclagem.
O procedimento de consulta ao mercado (PCM) para venda de óleos lubrificantes usados gerados em Portugal durante o ano 2016 decorrerá de acordo com a seguinte sequência de Fases:
• Fase 1: Anúncio e Apresentação de Propostas (de 16-11-2015 a 27-11-2015);
• Fase 2: Admissão de Proponentes e Análise e Selecção de Propostas (de 28-11-2015 a 11-12-2015);
• Fase 3: Negociação e Celebração Contratual (de 12-12-2015 a 18-12-2015).

By the joint Order no 4383/2015, of April the 21st of 2015, from the Ministry of Economy and the Ministry of the Environment, Planning and Energy – Offices of the Assistant Secretaries of State and the Economy and the Environment, have published in the Journal of the Republic, 2nd Series, no 84, of April the 30th of 2015, has been granted to SOGILUB – Sociedade de Gestão Integrada de Óleos Lubrificantes Usados, Lda., the license for the management of the Integrated System of Used Lubricants (SIGOU), valid until December 31st, 2019 – hereafter the “License”.
Under Condition 1) of the Chapter 5 of the License, the responsibility of SOGILUB regarding the used lubricant management only ceases with the delivery to a qualified entity which perform a regeneration, recycling and recovery operation to the collected used lubricants.
Sogilub, a company created under the terms of Decree-Law no 153/2003, of July the 11th, and is the responsible, in Portugal, for the management system of used lubricating oils, which includes the collection, transportation, storage and recovery of this waste stream. Sogilub is now announcing a Tender procedure in order to proceed with the sale of the used lubricating oils generated in Portugal for the period between the years 2016-2019, to be treated by Regeneration and Recycling.
This Tender procedure will take place according to the following phases:
• Phase 1: Announcement and call for proposals (from 16.11.2015 to 27.11.2015);
• Phase 2: Admission of applicants and Analysis and Proposals’ Selection (from 28.11.2015 to 12.11.2015);
• Phase 3: Negotiation and Contract Celebration (from 12.12.2015 to 18.12.2015).
